The Failure of the 28-Article Peace Initiative for Ukraine: How Peace Negotiations Continue to Falter

Europe breathed a deep collective sigh of relief on Monday, as the crisis caused by the announcement of a new 28-article proposal for achieving ceasefire appeared – momentarily – to have been stabilised. A Washington representative spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its response: a renewed assault of aerial bombardment on Kyiv.

The Pattern of Peace Talks and Military Action

The sequence of contrasting events captured the grim essence of the outgoing year. By day, diplomatic battles are conducted: positive announcements are delivered from different nations. Significant resources is allocated on containing certain initiatives. By night, Moscow brutally reminds the world that, for them, military action persists as the main instrument for achieving "resolution".

Nocturnal Warfare

As Russia's attack unfolded into the early hours of Tuesday, the current condition of Ukraine's vulnerability was revealed. Ukraine is able to track rocket firings from across the border, a capacity enabled by timely intelligence. From witness perspectives, military aircraft that had been deployed to intercept incoming aerial threats streaked across the sky – advanced fighter aircraft provided to Ukraine by Western partners.

Shortly after, Kyiv's anti-aircraft weapons engaged: defensive missiles fired to intercept a hostile projectile. This was a sophisticated defense system at work, most likely provided by allied countries. Every deployment jolts you unexpectedly, causing tremors. The moment of terror quickly becomes sober acceptance: possibly the hostile projectile won't cause damage this time, preventing destruction from ruin and further power outages.

Ongoing Risks

Following this, a heavy machine gun engaged a aerial vehicle close by, part of a mobile-fire group – probably Western-made equipment. Regrettably, the shots failed to hit the opposing UAV – it pressed on overhead toward its destination.

Periodically, this persisted until dawn. Kyiv awoke to the morning news: several casualties, damage and infrastructure problems in multiple buildings as a result of the night's assault. As typically, everyone still maintained normal activities – enduring hostilities. But those full day illustrated Ukraine's essential dependence on Western support – a reliance that neighboring countries are demonstrably unable to substitute in the short term.

Ineffective Peace Efforts

The 28-point plan from US administration provoked deep reactions, controversy and deep concern – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and international summits.

Every new initiative from US leadership adheres to the same pattern: a political offensive against Ukraine, which Kyiv, with other European capitals, effectively counters. They manage the tension but never actually secure success. This cycle will, no doubt, continue.

Tactical Assessments

It is easy to blame certain parties of persistently promoting Kremlin's demands. But that does not seem to be the whole story. US administration works based on a assumption well known to experienced diplomats: you cannot secure via talks what you have lost on the battlefield. The White House presumes that it is unrealistic to pressure the Kremlin to abandon the areas that it already controls in Ukraine's south or east.

The problem is that while accepting these circumstances, US leadership does minimal to deter Moscow, through statements or actions, from thinking that the current condition will not change more in its favour in the coming year.

Opposing Positions

Therefore, the Kremlin is certain that duration works to their advantage – that Ukraine and its supporters are nearing depletion. Their motivation to sign a deal that does not give them the largest achievable advantage is virtually nonexistent. There may be multiple initiatives to achieve ceasefire, but they will continue as long as Russia's leader remains completely certain in the outcome.

On the contrary, Ukrainian leadership believes that Ukraine can still endure, slowly losing civilians and areas but averting a entire defensive failure until conditions improve in its benefit.

Current Realities

Factually, there are no actual prerequisites for a ceasefire. Now, personal considerations are coming into play: personal goals to negotiate peace and secure international recognition, and Kyiv's dual difficulties – on one hand, not to distance important partners, and on the other, to unite the population around the country's interests against any plan Kyiv finds unsuitable, so that their attention does not switch to homefront challenges. And although their task will now be significantly challenging after recent developments, it remains highly unlikely that this will change their overall approach.

These conflicting dynamics are influencing discussions.

Conclusion and Outlook

It took a mere seven days to terminate the proposed articles of the current initiative. Forceful and unpredictable management of the matter by Washington, pushback by Ukraine and the remaining European nations, along with soothing efforts of representatives, and finally, latest revelations, all did their job.

While new plans based on established approaches are approaching, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to resist political attacks from Washington that are based on Russian demands and demonstrate certain reluctance to modify developments, if they stand together and improve their protective measures at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the predictable period, mainly require sustained allied backing.
